Vice President meets ruler of Emirate of Ras Al Khaimah

Vice President Vo Thi Anh Xuan met with ruler of the Emirate of Ras Al Khaimah Sheikh Saud bin Saqr Al Qasimi as part of her trip to the United Arab Emirates (UAE) on May 5.

Sheikh Saud bin Saqr Al Qasimi congratulated Vietnam on its development achievements, and expressed his hope for stronger cooperation between the Emirate and Vietnam.

The host said he will assign agencies of Ras Al Khaimah to step up cooperation with Vietnam in all fields, pledging to facilitate the operations of Vietnamese investors, especially in the Emirate’s special economic zones.

Xuan said Vietnam and the UAE boast potential to strengthen their collaboration in the time ahead.

The two sides agreed to consider establishing cooperative ties between Ras Al Khaimah and Vietnamese localities, coordinate in organising cultural activities and people-to-people exchanges, step up tourism promotion, share experience in preserving historical relic sites, and cooperate in education.

The Vice President suggested relevant agencies of the two sides continue completing important legal frameworks and mechanisms such as the comprehensive economic partnership agreement (CEPA), and soon establish a Vietnam-UAE business council to enhance links between Vietnamese enterprises and those of the UEA and Ras Al Khaimah in particular.

On May 4, Xuan had a meeting with the UAE’s Minister of Economy Abdulla Bin Touq Al Marri, who spoke highly of the Vietnamese Vice President’s speech at the Global Summit of Women 2023, which took place in Dubai earlier the same day.

The UAE always keeps a close watch on developments of the Vietnamese economy, the minister said, informing that the UAE will soon send a delegation to Vietnam to seek cooperation opportunities in the Southeast Asian nation.

He also urged the two sides to push ahead with negotiations of the CEPA to create breakthroughs for their economic cooperation.

Xuan affirmed that Vietnam stands ready to create favourable conditions for foreign firms, including those from the UAE, to seek investment opportunities in the country.

She suggested the two sides soon organise the fifth meeting of the Vietnam-UAE Inter-Governmental Committee.

During her stay in the UAE, Xuan also met with the President and CEO of Dubai Chambers, one of the largest economic development arms in Dubai, and CEO of Elite Agro – the UEA’s leading company in agriculture./.

JETRO suggested to help Japanese firms invest more in Vietnam

Prime Minister Pham Minh Chinh has suggested the Japan External Trade Organisation (JETRO) help Japanese firms further expand their operations in Vietnam, especially in green and digital transformation, circular and knowledge-based economy, climate change adaptation, supporting industries, innovation and technology transfer, particularly advanced, green and clean technologies.

At a reception in Hanoi on May 5 for JETRO Chairman Ishiguro Norihiko, PM Chinh thanked and highly valued JETRO’s practical and effective contributions to promoting trade and investment ties between the two countries.

According to the PM, the Vietnam - Japan extensive strategic partnership has been growing in various areas, with high political trust and closer connections between the two economies and people. Japan has continued to hold the position of Vietnam's top economic partner, the biggest partner in official development assistance (ODA), the second biggest partner in labour, the third largest partner in investment and tourism, and the fourth biggest partner in trade. Japan is also embarking on a new-generation ODA programme for Vietnam to help the country recover its economy following the COVID-19 pandemic.

As there remains huge room for bilateral economic, trade, and investment cooperation, the government leader suggested Japan and JETRO continue assisting Vietnam in building an independent and self-reliant economy that actively and effectively integrates into the world, contributing to elevating the Vietnam-Japan relationship to a new height.

He also proposed JETRO continue working with Vietnamese agencies to popularise Vietnam’s images, potential, business opportunities and incentives to major Japanese firms; train workforce and share management experience, and call on Japanese investors to join and multiply the model of "public leadership, private administration" in industrial parks.

Highlighting cultural similarities and closeness between Vietnam and Japan, the PM proposed both sides step up people-to-people exchanges and labour cooperation, particularly in vocational training and IT workforce.

As the two countries are celebrating the 50th founding anniversary of bilateral diplomatic relations this year, he asked JETRO to work closely with Vietnamese ministries and agencies to hold trade and investment promotion activities effectively and practically.

The Vietnamese Government always accompanies and offers all possible support to the business community, continues holding dialogues to listen to investors, reform administrative procedures, and deal with difficulties and obstacles faced by them, PM Chinh said, adding that political and social stability will be maintained to help investors do business for a long term in the spirit of harmonising interests and sharing risks.

Norihiko, for his part, expressed his high expectation for Vietnam’s development and the relationship between the two countries, especially in green growth and digital transformation.

JETRO highly appreciates the Prime Minister's dialogues to listen to opinions of foreign investors, including Japanese businesses, which have helped to resolve their difficulties and obstacles.

Vietravel Airlines signs aircraft lease agreement with Cambodia Airways

Vietravel Airlines, a member of Vietravel Corporation, on May 5 inked an aircraft lease agreement with Cambodia Airways, a step forward in expanding its fleet as planned for the third quarter of this year.

Under the agreement, the Vietnamese carrier will receive an Airbus A319 on May 20, raising its fleet to four, and two others in July.

Vu Duc Bien, a representative from Vietravel Airlines, said the event is expected to create a turning point in the carrier’s development, towards expanding its domestic and international routes.

Currently, Vietravel Airlines, which made its debut in late 2020, is operating flights between HCM City/Hanoi and Da Nang, Quy Nhon and Phu Quoc, and between HCM City/Hanoi and Bangkok (Thailand), along with charter flights between Daegu (the Republic of Korea) and Cam Ranh.

With the new planes, it expects to launch more domestic and international flights from/to Cam Ranh and Da Nang in the third quarter, and charter flights to China, Taiwan (China), the RoK and Japan.

As of the first quarter of 2023, Vietravel Airlines had operated over 11,600 flights safely and carried close to 2.5 million passengers, with an average occupancy rate of 93.7%./.

Hanoi attracts over 1.7 billion USD in FDI in four months

The capital city of Hanoi attracted over 1.7 billion USD of foreign direct investment (FDI) in the first four months of this year with 103 new projects worth 35.2 million USD and 50 projects permitted to increase investment capital by 91.8 million USD.

According to the city’s Statistics Office, during the period, 105 foreign investors contributed capital and bought shares worth 79.9 million USD. Japanese investor Sumitomo bought shares of VPBank with a transaction value of 1.5 billion USD.

During the four months, Hanoi had 10,300 new enterprises, up 13% over the same period last year. Their registered capital reached 93.1 trillion VND, down 24% over the same period last year.

Meanwhile, 1,200 enterprises in the city were dissolved in the last four months, marking an increase of 2% compared to that of the same period last year.

Moreover, 1,413 enterprises are completing procedures for dissolution, up 7%, and 11,800 enterprises registered to suspend operations, up 25%, while 4,200 enterprises resumed operations, down 22% over the same period.

Total retail sales of consumer goods and services in the city in the first four months of this year reached 244 trillion VND, up 11.2% over the same period.

Hanoi attracted nearly 1.01 million foreign visitors, 11 times higher than the same period last year.

In addition, the city’s export turnover of goods reached 5.3 billion USD, down 1.3% over the same period last year. Exports by the domestic economic sector reached 2.9 billion USD, up 0.8% while exports by the FDI sector hit 2.4 billion USD, down 3.8%.

In the first four months of 2023, the city’s index of industrial production (IIP) increased by 1.6% over the same period last year, of which the processing and manufacturing industry climbed by 1.2%; electricity production and distribution went up by 3.8%; water supply and garbage and wastewater treatment rose by 8.4%; and mining decreased by 8.1%.

Some manufacturing industries with the IIP in the first four months of the year increased compared to the same period last year were beverage production, up 24.9%; wood processing and wood products increased by 21.4%; production of drugs, pharmaceutical chemicals, and medicinal materials increased by 13.6%; production of metal products increased by 13.1%; tobacco production increased by 6%.

However, industries with the decreased IIP over the past four months were machinery and equipment manufacturing (34.6%); printing and copying records (20.1%); textile (6.6%), and metal production (5.8%).

Production of leather and related products also had the IIP decreased by 5.8%; garments by 4.5%, and production of rubber and plastic products by 4.3%.

According to the Ministry of Industry and Trade, industrial production in the first quarter of this year was less than that of the same period last year as the global economic slowdown was faster than expected, and the sharp decline in demand from abroad caused the decline in orders.

Moreover, in the first quarter, the price of input fuel and global energy remained high, which affected the production costs of domestic enterprises while the inflation rate remained high and monetary policy has not been loosened. The slow recovery of the world economy and the collapse of some banks in the world had certain impacts on Vietnam.

Meanwhile, domestic purchasing power, although recovered, was still weak, so it failed to stimulate production, investment, and consumption.

According to the ministry, there remains a lack of linkage between the domestic market and manufacturing industries. Inflationary pressures and high-interest rates also affected the consumption of luxury products such as automobiles or common products such as textiles, footwear, or footwear.

Building commitment for polarization-free elections

Bengkulu (ANTARA) - The general elections (Pemilu) have become the people's quinquennial democracy feast. And, as a feast, the Pemilu should be a joyful occasion for all people while they help their chosen candidates prepare to win legislative and executive seats.Pemilu is also the only practical opportunity for the people to get directly involved in determining the country's direction for the next five-year period.

This time, the preparation stages for the 2024 simultaneous elections have been underway since the General Elections Commission (KPU) announced the 2024 Pemilu on June 14, 2022, exactly 20 months before the election D-Day on February 14 next year.

So far, however, the atmosphere of a democratic feast has only been restricted to specific circles, such as committees, the government, political parties, lawmakers, executive candidates, and their supporters.

enerally speaking, the atmosphere has not been widespread, as the broader population has only been directly involved in the beginning stage of the feast, specifically the matching and researching of voter data.

Moreover, the stage involved verification by the election committee through door-to-door visits to each household to confirm the vote list.

In fact, the sense of a feast concerning the Pemilu will only be felt by the broader society when the stage of nominating and determining the legislators, president, and vice president candidates begins-- not to mention when it comes to their respective electoral campaigns.

Only then will the entire country feel the vibrant festivities. That's when people will start to support the candidates they trust will represent their voice and fight for their interests in the next half-decade.

However, there will always be a potential for support polarization by sympathizers and the people toward the candidates they desire to elect as the country's leaders.

The phenomenon has been witnessed on different occasions and is not unique to Indonesia. It is a thing in other parts of the globe as well. This has become commonplace as every individual is constitutionally guaranteed to exercise their right to support their candidates.

But in terms of impact, it serves more as a dangerous obstacle rather than a positive impetus. This mainly refers to the trend of polarization that tends to be tainted by the fragmentation of supporters, sympathizers, and the people.

They tend to show tremendous support through every means possible, from making the most of primordial and identity politics to conducting negative and even 'black' campaigns.

ll those means are taken to justify a single end -- ensuring that their candidates come out as victors.

DrPanju Suminar, a political expert and an academic at the University of Bengkulu, says that polarization during the elections cannot be avoided entirely.

"But the danger it creates can be anticipated. Commitment from all related parties is paramount to free Pemilu from such a phenomenon that may endanger the nation and the country," he adds.

Need for a multi-party commitmentBesides the government and the related committees, some other actors, ranging from political parties, electoral candidates, elites, figures, and campaign teams, to sympathizers, need to pledge their commitment to realizing a feast-like Pemilu for the people.

So far, candidates for parliamentary members, president, and vice president have refrained from utilizing any negative means or divisive rhetoric.

The election participants, particularly those running for the country's top spot, usually advertise their capacity, capability, and quality by presenting a solid program, vision, and mission.

Problems occasionally arise from the lower levels, from their campaign teams, sympathizers, and so-called buzzers. They go their way to support their candidates without being fully monitored by their candidates.

Election campaign teams and sympathizers can sometimes take measures that can spark societal division. Resorting to identity politics, primordial politics, 'black' campaigns, and other efforts to attack opposing candidates may cause uproar and build a hostile atmosphere.

With that in mind, a strong commitment is needed to prevent polarization from bubbling up and encourage all parties to run campaigns more ethically and politely by focusing on advertising their candidates' vision and missions to draw the public's attention.

This commitment must start now before the election candidates are officially determined and the campaigning stage begins. It should be made at the earliest to entirely suppress any potential for polarization.

The Presidential elections would be better with more than two pairs of candidates, he says.

Suharto believes that with a minimum of three pairs, the public's voice during the election would be more divided and heterogeneous, and it will translate into a higher level of tranquility at the grassroots--at least in the first round.

two-round presidential election will further suppress the potential for polarization. In the second round, when only a pair of candidates are left, polarization may come up as the public's support will form two axes.

However, the potential danger will not be too dire as some of the support would initially belong to the other candidate pairs that did not qualify for the second round.

In other words, when the losing candidates' supporters shift their support to those who manage to qualify for the next round, they will not provide as fierce support as that provided by fanatical and extreme sympathizers.

dditionally, the time span between rounds should be made shorter so that the risk of division from polarization is not too high.

For candidates, the most important thing is to be committed to presenting a polite and responsible political stance and to continue to showcase their programs, visions, and missions within the corridor.

Political parties must also take responsibility for their members and sympathizers so that they do not do anything that could erode the meaning of the feast of democracy.

Elites, politicians, and role models should help build positive communication and refrain from delivering statements and opinions that may cause division and uproar in society.

nother vital thing that needs to be maintained is a healthy digital space, which can help suppress the potential for negative and smear campaigns by eliminating the spread of hoaxes.

Such dirty measures are usually resorted to by buzzers to attack candidates at the "orders" of certain parties.

In order to ensnare and provide a deterrent effect to perpetrators of such actions, it is necessary to examine the implementation of the ITE Law, Dr. Suminar says.

Implementing the ITE Law could help ensure that digital channels remain free from content that may trigger polarization, which, in turn, will divide the nation during the elections.

The Ministry of Communication and Information (Kemenkominfo) is committed to preparing preventive measures to maintain the digital space's decorum better. This is done by taking notes from previous elections that sparked social friction.

Prevention can be done in the form of literacy and moderation and within a content-related special network.

Kemenkominfo and other related ministries and agencies are also considering the need to form a particular unit to safeguard the digital space through coordination.

Each ministry and agency that wields adequate equipment and cyber units at its disposal will later work in close coordination to provide a healthy digital space for the smooth running of the elections.

The final responsibility will rest on the people as voters. People should not be easily instigated by dirty political maneuvering.

Voters should make up their minds by gauging the candidates' values from the programs, visions, and missions they present instead of any opposing sides that emerge during the 2024 Pemilu.

Indrawati, S Korean minister discuss economic developments

Jakarta (ANTARA) - Finance Minister Sri Mulyani Indrawati met with Deputy Prime Minister and Economy and Finance Minister of the Republic of Korea, Choo Kyung-ho, in South Korea to discuss recent economic developments in the two countries.The meeting took place on May 3, 2023.

"We agree that the two countries can work together in building stronger bilateral trade and investment activities to support the economic recovery of each country," Indrawati said in a post on her official Instagram account @smindrawation Thursday (May 4).

During the meeting, she also sought South Korea's views on Indonesia's chairmanship of the 2023 ASEAN in the field of financial cooperation, namelythe Chiang Mai Initiative Multilateralization (CMIM) Margin Options, new Regional Financial Arrangements/RFA financing facilities, and ASEAN+3 Macroeconomic Research Office (AMRO).

The minister expressed the hope that South Korea will continue tosupport Indonesia till the completion of its chairmanship of ASEAN, including following up on the leadership results that must be carried out for next year.

Besides Minister Choo, Indrawati also met with the president of the Asian Development Bank (ADB), Masatsugu Asakawa. The two of them have often met and exchanged ideas about the economies of Indonesia and Asia.

"As one of the founding countries of ADB in 1966 as well as the sixth-largest shareholder, Indonesia and ADB are very close," she said.

t the meeting, the two discussed four major topics. They are Indonesia's contribution to the ADB, the latest information on the capital adequacy framework (CAF), the energy transition mechanism, and ADB's support for the ASEAN Infrastructure Fund Recapitalization during Indonesia's chairmanship of the grouping.

The minister deemed the meeting very productive and said she hoped that the relationship between Indonesia and ADB would continue to be strong and mutually reinforcing.

ASEAN must move beyond Five-Point Consensus in Myanmar: rights bodies

Jakarta (ANTARA) - Human rights organization members of the Asian Forum for Human Rights and Development (FORUM-ASIA) on Wednesday (May 3) urged the Association of Southeast Asian Nations (ASEAN) to move beyond the Five-Point Consensus (5PC) to address the Myanmar crisis. The forum sent an open letter to ASEAN leaders ahead of the upcoming 42nd ASEAN Summit on May 911, 2023. The letter was signed by 25 human rights organizations from Asia.

"We urge ASEAN leaders to immediately move away from the ASEAN Five-Point Consensus and create a more robust and tangible action to stop the military junta's violence and atrocity crimes," it said in a statement posted on the Progressive Voice Myanmar's website.

It also urged ASEAN to immediately organize a constructive and inclusive dialogue with all relevant stakeholders and parties, including the National Unity Government of Myanmar (NUG) as the democratically-elected government, representatives of Ethnic Resistance Organizations (EROs), and Myanmar's civil society groups.

It callson ASEAN to work closely with the United Nations, particularly the Security Council and the Secretary-General, in the effort to resolve the crisis in Myanmar.

Those organizations have expressed grave concern over the lack of tangible action from ASEAN in ending the crisis in Myanmar.

In April 2021, ASEAN and Senior General Min Aung Hlaing agreed to the Five-Point Consensus as a peace plan for addressing Myanmar's crisis.

The consensus called for an immediate end to violence; holding of dialogue among all parties; the appointment of a special envoy; allowing humanitarian assistance from the ASEAN; and permitting an ASEAN special envoy to visit Myanmar to meet with all parties.

However, two years since its adoption, the Myanmar military junta has disregarded the peace plan.

The human rights organizations said that ASEAN has failed not only in holding the Myanmar junta to account for its commitment to the consensus, but also in uniting its efforts and leadership for promoting peace, stability, and prosperity in the region.

The junta has increasingly used air strikes as a strategy to cause significant damage and civilian casualties on the ground, the statement noted.

The military junta carried out 734 air strikes between February 2021 and January 2023, which resulted in 356 civilian deaths, it added.

The human rights organizations expressed the hope that ASEAN will immediately appoint a special envoy to Myanmar and set up a clear mandate.

The role of the special envoy must be full-time, lasting more than one year, and they must be accountable to ASEAN leaders and foreign ministers instead of the incumbent ASEAN chair, they said.

"We sincerely hope that these concrete actions, which are aligned with peoples' voices from the ground, will be heard and implemented in the upcoming summit to show ASEAN's accountability, credibility, and effectiveness," the statement said.
