SEA Games Sailing Events Begin in Sihanoukville

Sailing events of the 32nd SEA Games hosted by Cambodia kicked off this morning in Sihanoukville of Preah Sihanouk southwestern province.

Sailing is the fifth sport held before the official Opening Ceremony of the SEA Games and ASEAN Para Games 2023 scheduled for May 5. The other four are Cricket, Chess (Ouk Chaktrang), Hockey, and Football.

To take place from May 2-8, sailing competitions are divided into nine categories: Five for men (Men’s ILCA 7, Men’s WindFoil IQ: Foil, Men’s WindFoil IQ: Foil Youth, Men’s Windsurfing RS:One, and Men’s Windsurfing RS:X), one for women (Women ILCA 6), and three for mixed teams (Mixed ILCA 4 Open, Mixed 29er Open, and Mixed Optimist Mix).

Participating countries are host Cambodia, Vietnam, Thailand, Malaysia, the Philippines, and Singapore.

Besides sailing, Preah Sihanouk province will host Beach Volleyball from May 11 to 16 and Jet Ski from May 13-16.

Men’s Chess: Cambodia Beats the Philippines on 4th Day of Competition

Cambodia defeated the Philippines in round 3 for Men's 60-Minute Triples in Group A on May 2, the fourth day of the Ouk Chaktrang (Chess) tournament of the 32nd SEA Games.

The Cambodian winners include Mr. Sok Limheng who won the title of “Sdech Ok” (King of Chess) in 2018 and 2023, Mr. Cheav Bora who was crowned “Sdech Ok” in 2014 and 2015, and Mr. Chea Sideth who got a bronze medal at the 11th ASEAN Para Games 2022 in Indonesia.

Today, there are four competitions for both men's and women's chess including Women's 60-Minute Doubles in rounds 5 and 6; and Men's 60-Minute Triples in rounds 3 and 4.

Cambodia yesterday beat Myanmar and Vietnam 1:0 in rounds 1 and 2 for Men's 60-Minute Triples in Group A, but lost to Myanmar 0:1 in round 4 for Women's 60-Minute Doubles in Group A.

Chess events taking place from April 29 to May 10 at the Royal University of Phnom Penh have attracting the participation of athletes from seven countries including host Cambodia, Laos, Malaysia, Myanmar, Philippines, Thailand and Vietnam.

Cambodian PM Receives Three Foreign Guests

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, received here at the Peace Palace on May 2 separate courtesy calls from three foreign guests from Nepal, The World Fellowship of Buddhists (WFB), and Indonesia.

According to H.E. Eang Sophalleth, Personal Assistant to the Cambodian Premier, in a meeting with visiting H.E. Ganesh Prasad Timilsina, Chairperson of Nepalese National Assembly, both sides agreed to boost the cooperation and relations between the two countries through the implementation of already-signed agreements and based on both nations’ similarities, especially in Buddhism.

For the meeting with Mr. Phallop Thaiarry, President of The WFB, it touched on the Honorary Title “Patron” of The WFB conferred upon the Cambodian Prime Minister. While Mr. Phallop Thaiarry spoke highly of Samdech Techo Hun Sen’s great contribution to peace, development, revival of religions, and religious harmony in Cambodia, which serves not only Cambodia, but also humanity as a whole, Samdech Techo Hun Sen pledged to do his best to continue promoting Buddhism and religious harmonisation.

During the meeting with visiting H.E. Mahyeldi Ansharullah, Governor of Indonesian province of West Sumatra, Samdech Techo Hun Sen said he is honoured to receive the “Honorary Doctorate in Humanities” from the Universitas Negeri Padang of Indonesia, and will check his schedule in order to give a lecture to 3,000 students at the university at the governor’s request. For his part, H.E. Mahyeldi Ansharullah thanked the Prime Minister for accepting the Honorary Doctorate from the university which has so far conferred such degree to only four top leaders who have significantly contributed not only to their respective nations, but also to the whole world.

Cambodian PM Credits Value of Buddhism in Regional and Global Development

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, has acknowledged the noble advice of Buddha in harmonious development of the region and the world.

“As a Buddhist follower, I have learnt Buddha’s advice […] that have given value to nonviolence, tolerance, attention, respect, love and compassion. These values are sources of my inspiration and light for leading my personal life and fulfill my professional need so far,” said the Cambodian Premier while receiving Honorary Title “Patron” of The World Fellowship of Buddhists (WFB) and “Honorary Doctorate in Humanities” from the Universitas Negeri Padang (UNP) of Indonesia, at Wat Phnom Cultural and Historical Site this morning.

Samdech Techo Hun Sen also reiterated the adherence of Cambodia to Buddhism as the state religion which represents the sole spirit and outlook of Cambodia.

Samdech Techo Hun Sen proudly laid stress on Buddhism’s key contribution to peace building, national reconciliation and reconstruction of Cambodia after years of civil wars, and to endeavours in humanity, peace building in the region and the world.

In this spirit, Samdech Techo Hun Sen expressed his recognition and appreciation for the marvelous achievements and immense effort of WFB for its dissemination of Buddha’s advice, promotion of Buddha’s value, and connection among Buddhist followers all around the world for the honorable cause of peace for all humanities.

In this regard, Samdech Techo Hun Sen further expressed his heartfelt support to mission and outlook of the WFB in the promotion of sharing additional inter-belief for the benefits of humanity and the globe.

Taking the opportunity, Samdech Techo Prime Minister spoke highly of the contribution of Islam and Christianity and other religions to building and maintaining peace, and development of Cambodia so far.

Cambodia Angkor Air Launches Siem Reap-Vientiane Route

Cambodia Angkor Air (CAA) has launched new route between Siem Reap, Cambodia and Vientiane, Laos, contributing to the development of the tourism and economic sectors of both countries.

Operating one flight a week on every Monday, flight number K6 908 departs from Siem Reap International Airport at 06:00 am by Airbus-A321 and lands at Wattay International Airport at 07:05 am, then marks the return service back by K6 909 with the departure time at 07:50 am from Vientiane and arrival time at 09:00 am in Siem Reap, stated a CAA’s press release issued yesterday.

The new route Siem Reap-Vientiane is an extension of CAA's commitment to serve passengers by providing convenient connectivity to wonderful destinations in no time, the company underlined.

“A journey to both historical wonders is somehow a dream come true for adventurers who seek to explore numerous temples and historical sites, and stunning natural surroundings. Therefore, this new route will attract more tourists and business travelers, which contribute to the development of the tourism and economic sectors of both countries,” it said.

The airline affirmed that it will increase frequency soon in the coming time for this new route.

In addition, as the first and remain the only airline in Cambodia to achieve the International Air Transport Association's Operational Safety Audit (IOSA) certification from IATA, and the official carrier to promote the government campaign of “Visit Cambodia 2023,” passengers can fly with confidence, knowing that CAA has met the industry's highest safety standards.

Besides the new flight to Vientiane, CAA currently serves many other flight destinations – domestic routes: Phnom Penh, Siem Reap, Sihanoukville, and international route: Vietnam’s Hanoi, Ho Chi Minh, Danang, and China’s Guangzhou, Zhengzhou, Shanghai, Haikou, Macau.

Cambodia to Host Celebration of 75th Anniversary of The World Fellowship of Buddhists in 2025

The 75th anniversary of The World Fellowship of Buddhists (WFB) will be celebrated in Cambodia in 2025.

The initiative to observe the event in Cambodia was supported by Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen at the Conferment Ceremony of Honorary Title “Patron” of The WFB and “Honorary Doctorate in Humanities” from the Universitas Negeri Padang of Indonesia to the Cambodian Premier, and the Title of “Senior Advisor” to the WFB to H.E. Gen. Hun Manet, Deputy Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF), Commander of the Royal Cambodian Army and President of Samdech Techo Volunteer Youth Doctor Association (TYDA), held at Wat Phnom Cultural and Historical Site in Phnom Penh this morning.

According to its website, The World Fellowship of Buddhists is an international Buddhist organisation established since 1950 in Sri Lanka by the initiation of Dr. Gunapala Piyasena Malalasekera, a famous Sri Lankan Pali scholar, who inspired a Buddhist meeting leading to the founding of a world organisation.

Buddhist delegates from Asia, Europe and North America (including Hawaii) agreed to participate in a conference in Colombo, Sri Lanka. Apart from Sri Lankan participants, there were 129 Buddhist delegates from 27 countries.

At this historic meeting, the World Fellowship of Buddhists was founded. It marked the first event in Buddhist history when Buddhists (laity and sangha) of nearly all sects in the world represented and gathering for the same purpose for the progress of Buddhism.

Value Chain Investment Support to Enhance Cambodian SMEs’ Competitiveness and Market Access

The Fisheries Administration (FiA) and the United Nations Industrial Development Organisation (UNIDO), under the EU-funded CAPFISH programme, have recently handed over to the selected enterprises green and innovative technology, equipment, and materials needed for their more effective and efficient business operations and production, and improved compliance with food safety and environmental requirements.

According to a joint press release issued late last week, solar dryer domes and solar panels are examples of green technologies promoted under Value Chain Investment Support (VCIS), while the equipment and materials include water treatment machines, packing machines, hot air dryer machines, rapid freezers, cold storage facilities, and so on. This handover was also to recognise the enterprises that have completely upgraded their facilities and met the national food safety requirements.

The ceremony was also to award the selected enterprises with VCIS technical assistance on food safety compliance, business and market development, market linkages, and social and environmental management plan. They are ready to implement their business plan, which was approved by the VCIS multi-stakeholder investment committee.

The Equipment Handover and Awards Ceremony is part of the VCIS scheme launched in August 2021. As of now, twenty-eight enterprises in Cambodia’s post-harvest fisheries were selected for technical and investment support.

As one of the critical interventions under the CAPFISH-Capture project, co-funded by the European Union (EU), VCIS is a co-investment scheme that incentivises enterprises in Cambodia’s post-harvest fisheries to upgrade their business operations and implement food safety and social and environmental standards. At least 200 fisheries processing enterprises are targeted for the support to improve competitiveness and market access. VCIS will continue to support more qualified enterprises based on their interest and co-investment commitment.

Cambodia’s fisheries value chain is mainly represented by micro and small informal enterprises, which are fragmented and constrained by a lack of access to finance, technologies, markets, and tailored business development technical support. They produce a variety of agri-food and fish and fishery products with inadequate hygienic and food safety practices, hence struggling to compete with both imported products and in global markets.

However, Mr. Gunther Beger, Managing Director of UNIDO’s Directorate for SDG Innovation and Economic Transformation, sees it as an opportunity for the Kingdom. He commented that “through the flagship of the EU-funded CAPFISH programme, this issue gives us a big opportunity to promote green industrialisation and build sustainable value chains for poverty reduction and job creation to make the agri-food sector the engine for growth and prosperity in the country.”

Speaking at the ceremony, H.E. Ms. Carmen Moreno, Ambassador of the European Union to Cambodia, highlighted the importance of “contributing together to the development of a greener, more competitive and connected economy, and to promoting Cambodian Small- and Medium Enterprises’ integration into ASEAN and global markets. To achieve this goal, compliance with food safety standards, such as certification systems, is essential” and “needed to access any market, and get ready for the most valuable markets, such as the European Union”.

H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries (MAFF), emphasised the importance of the fisheries sector in Cambodia and appreciated the CAPFISH programme as a strong support from the European Union to the Royal Government of Cambodia (RGC). He commented that “CAPFISH supports are in line with the RGC policy to promote food safety and access to the international markets and improve the fishery value chain which mainly focuses on upgrading post-harvest fisheries operations and controlling the quality and safety of the fish and fishery products. The event demonstrates the strong partnership between the public, private sector, and development partners working together to make Cambodia’s fish and fishery products more competitive to reach international markets.”

We believe that the success of the VCIS intervention can be replicated for other agricultural commodities rather than just fish and fishery products. “It is in line with the European Union’s commitment to supporting a green economy in Cambodia by focusing on food, agriculture, and forests sector, including the agro-processing industry,” added H.E. Ms. Carmen Moreno.

Innovative Financing Key to Private Sector Participation in ASEAN+3 Infrastructure Development – ADB Report

The Asian Development Bank (ADB), in partnership with the Association of Southeast Asian Nations Plus Three (ASEAN+3) finance ministers and central bank governors, launched in Incheon, Republic of Korea on May 2 the report Reinvigorating Financing Approaches for Sustainable and Resilient Infrastructure in ASEAN+3.

According to an ADB’s press release AKP received this morning, the report was launched on the sidelines of ADB’s 56th Annual Meeting. The ASEAN+3 comprises the 10 ASEAN member states – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam – the People’s Republic of China, Japan, and the Republic of Korea.

The report presents the latest collection of innovative financing approaches for private, public, and institutional investors to collaborate on resilient and future-ready infrastructure that will support sustainable development and post-pandemic growth in ASEAN+3 economies. The report also offers an “ASEAN+3 voice” to the international discourse on infrastructure financing, with a focus on the needs, challenges, and opportunities in developing Asian economies.

“Innovative financing mechanisms are needed to attract private and institutional capital—along with public funds—to fund critical infrastructure that will create jobs and generate revenue for local economies,” said ADB Managing Director General Woochong Um. “A conducive policy and regulatory framework must be built to reduce risk, offer credit enhancements and de-risking facilities, and provide investment opportunities for all stakeholders to collaborate.”

“Raising investor awareness of innovative financing approaches will be key to encourage greater investments in marginally bankable projects,” said Singapore Minister in the Prime Minister’s Office and Second Minister for Finance and National Development Indranee Rajah. “The critical success factors from actual case studies in the report provide useful lessons for governments seeking to apply the financing approaches in their respective economies.”

According to ADB, developing Asia will need to invest US$13.8 trillion, or US$1.7 trillion annually, in infrastructure from 2023 to 2030 to sustain economic growth, reduce poverty, and respond to climate change. For ASEAN economies, the total infrastructure investment need is estimated to be at least US$2.8 trillion for the same period or US$184 billion annually.

Narrowing the infrastructure financing gap will be critical for economies to meet their economic and social goals. Private sector participation is key. Currently, more than US$200 trillion of private capital is invested in global capital markets. Innovative finance mechanisms are needed to catalyse private and institutional finance for infrastructure, and to scale them up to meet the growing needs of the region as ASEAN+3 economies bounce back from the pandemic.

An example is the blending of different financing instruments to de-risk investments and lower the cost of capital. The report provides a user-friendly policy toolkit on the approaches for public–private partnerships, including how governments can collaborate with companies, investors, and financing agencies through these financing platforms. With the wider adoption of these financing solutions, governments can strategically employ public funds to attract private investment, accomplish key development goals, meet shareholder expectations for investment returns, and make the ASEAN+3 region a more attractive destination for infrastructure investment.
